Choosing the wrong contractor is the most expensive mistake in home renovation. Here's exactly what NJ homeowners need to verify (license, insurance, contract terms, and red flags) before signing anything.

The single most expensive mistake in home renovation isn't choosing the wrong tile or going over budget on appliances. It's hiring the wrong contractor. In NJ, contractor fraud and licensing violations are consistently among the top consumer complaints filed with the NJ Division of Consumer Affairs.

Step 1: Verify the NJ HIC License: Before Anything Else

In New Jersey, anyone who performs home improvement work for compensation must hold a valid Home Improvement Contractor (HIC) license issued by the NJ Division of Consumer Affairs. An unlicensed contractor cannot legally pull permits, cannot offer the consumer protections the license provides, and in many cases carries no meaningful insurance.

How to verify: go to njconsumeraffairs.gov, click "License Verification," and enter the contractor's name or license number. The license should be active, not expired or suspended.

Step 2: Confirm Two Types of Insurance

  • General liability insurance: minimum $1,000,000 per occurrence. Ask for the certificate naming you as additional insured.
  • Workers' compensation insurance: required by NJ law for any contractor with employees. If an uninsured worker is injured on your property, you can be held liable.

Step 3: Get Three Written, Itemized Bids

Every bid should itemize scope of work in specific detail, materials by brand and specification (not just category), labor by trade, payment schedule, timeline, and workmanship warranty. When bids differ by more than 20%, ask each contractor what specifically accounts for the difference.

Step 4: Check References: Actually Call Them

Ask for three references from projects of similar scope completed in the last two years in your county. Ask: Did the project finish on time and on budget? How did the contractor handle problems? Were all permits pulled and inspections passed? Would you hire them again?

Step 5: Understand NJ Contract Requirements

Under NJ's Home Improvement Contractor regulations (N.J.S.A. 56:8-136 et seq.), a home improvement contract over $500 must be in writing and include scope, materials, total price, payment schedule, start/completion dates, and contractor's HIC registration number. NJ law prohibits requiring a down payment of more than one-third of the total contract price before any work begins.

Red Flags: Walk Away From These

  • Cannot produce an active NJ HIC license number you can verify at njconsumeraffairs.gov
  • Cash-only, no written contract, or refuses to provide an itemized estimate
  • Knocks on your door after a storm offering to "help with your insurance claim"
  • Pressures you to sign before you've had time to review or get other bids
  • Asks you to pull the permits yourself, legitimate contractors pull their own permits under their license
